Stair and Porch Railings in St. Clair Shores, MI

St. Clair Shores, a Macomb County city of 58,874 (2020 census), runs along the western shore of Lake St. Clair with 14 miles of canals. It was the fastest-growing Detroit suburb of the 1950s, and most of its subdivisions were built out in that decade.

Canals and 1950s Subdivisions

St. Clair Shores grew from 19,823 people in 1950 to 76,657 in 1960, the fastest growth of any Detroit suburb that decade. Subdivisions such as Eagle Pointe were platted as early as 1916, but most were built out after the war. The city also has 14 miles of canals, most of them along the Nautical Mile on Jefferson Avenue between 9 Mile and 10 Mile, and almost a fifth of its area is water. That gives it two kinds of railing work: front steps on post-war houses inland, and decks and stairs on canal and lake lots.

Flood Zone Lots

Part of the city lies in FEMA’s floodplain, and FEMA redraws its maps from time to time, so a lot can move in or out. The city points owners to the Flood Zones layer on Macomb County’s GIS map or to FEMA’s own map search. Its guidelines call for an elevation certificate for new dwellings and work in the flood hazard zone, and turn down a new building with any corner below the base flood elevation of 578.6 feet. Whether that review reaches a deck or porch rebuild is a question for Community Development & Inspections before plans are drawn.

Registering a Rental

Owners of non-owner-occupied homes register each property with CDI and apply for a certificate of approval, and the form and payment have to arrive before an inspection is booked. The form says all building, electrical, plumbing and fire codes must be met before the property is occupied. Owners who live or have a business address outside Wayne, Oakland, Macomb, Washtenaw or St. Clair counties must name a local agent. CDI’s Building Department at City Hall on Jefferson issues the building permits.

Railing Jobs in St. Clair Shores

From the Nautical Mile and Jefferson Beach Marina to the streets off Harper and Little Mack, typical jobs are canal-side deck railings, front-step railings, loose rail repair, metal porch rails, interior stair railings and handrails added before a rental inspection.

St. Clair Shores Railing Questions

I rent out a house in St. Clair Shores. Will the city inspect it?
Yes. Owners of non-owner-occupied homes and multi-unit rentals must register each property with Community Development & Inspections and apply for a certificate of approval, and registration and payment must be received before an inspection is scheduled. The registration form says all building, electrical, plumbing and fire codes must be met before the property is occupied. Owners who live or have a business address outside Wayne, Oakland, Macomb, Washtenaw or St. Clair counties must name a local agent.
My house is on a canal off Lake St. Clair. How do I know if I’m in the flood zone?
Part of St. Clair Shores is inside FEMA’s floodplain, and FEMA redraws its maps from time to time, so a property can move in or out. The city suggests checking the Macomb County GIS map (the Flood Zones layer under Natural Features) or FEMA’s flood map search. For new dwellings and work in the flood hazard zone the city asks for an elevation certificate, and a new building with any corner below the base flood elevation of 578.6 ft is denied. Ask CDI whether a deck or porch rebuild on your lot triggers that review.
